That is what he said in front of real first responders who knew he was not down there. He stepped out of his limo in a suit for a photo op.
There was a manager who was in charge of records and he says Trump was not there. He also said Trump did not send workers down there. He passed out badges and he did not assign any to Trump or his pretend workers. He never saw him once. I supposed he missed Trump's photo op. The first responders did not have to be told he was not one. They knew it.
It was Trump being the immature self-centered person he always is. He was making a bill about first responders about him. This was shameful on Trump as usual.

The NYPD had blocked off the 5 blocks surrounding Ground Zero, and you could only get in if you had a badge. Volunteers weren't allowed to go.

It does make a difference. It's an exaggeration and fabrication. Ground Zero wasn't accessible, so saying you were at Ground Zero when you were really in TriBeCa or the West Village means you're lying and exaggerating for effect.
