She wasn't speaking for all black people. She was talking about liberal candidates (presumably those of color) to run in primary races against Democratic incumbents.

Here are her comments. She was saying that new people coming into Congress need to have the courage of their convictions and not just go along to get along. She's saying that if you're a minority member stand up for your beliefs and speak truth to power. Her comments weren't about all minorities in general. She took this shot at the CBC because they're worried about new liberal members of Congress making waves. I don't see how this is any different from what trump asks of his supporters.
