I have determined that Liberal is actually a different language. Unlike English, Liberal makes use of words with different meanings than English, and also uses words that have no meaning at all.

English speakers are often frustrated by these changed meanings, or lack of meanings. Liberal speakers are no longer able to converse in English nor even understand structure and grammar of the language.

Those resources are not allocated to non-citizens but to the states that still must provide the services.

Unless you want your state to have fewer House seats and fewer electoral votes you want everybody counted.
