Mullet could have indicted Trump in spite of the DOJ regulations. They aren’t laws—they’re regulations. Barr would have/could have have deemed the indictment non-applicable but the indictment would be laying there, on Mullet’s desk.

Democrats in the House would have all they need to proceed with impeachment since they wouldn’t need to wait on the ensuing court battle.

There was no concrete barrier preventing him from indicting Trump and since it wouldn’t break any laws Mullet had nothing to fear in that regard.

Mullet didn’t indict Trump *because he didn’t want to*. He was supposed to save you from the Bad Orange Man—and he could have but he didn’t.
