That's no policy toward NK. Diplomacy, war, sanctions are policies. I'd argue 'do nothing' is a policy too.
I'd also argue he prepared. He knew exactly what he'd bring to the table and he knew when to walk away from a bad deal.
The ball is in Kim's court now. Continue being a hermit dysfunctional nation that enjoys sending wounded ducks with little atomic bombs that may or may not detonate into the sky as a foreign policy , or have a chance of vibrancy.

He didn’t know shit. Even a nitwit would have known the first thing NK was going to demand was an end to sanctions. But YOUR nitwit was unprepared for that. He wasted a trip and embarrased himself and the US on the world stage.
 
Kim wanted the embargo lifted at least partly to talk. Trump said no. His tough guy image would not allow it. So Kim walked and no discussion was had. The Reds say that is being on good terms. The table was set for lunch and Kim left.
