They do not need his permission to respond or rebut. But otherwise, that is exactly what the should try to do. I do not think it would have the same affect. The 2020 candidates can do the same. State of the Union is something the President can do that challenging candidates cannot.

LOL LOL LOL Critical Thinking isn't your strong point. IT'S HELD IN House of Representatives in the Capital Building of Congress, which, is a seperate but equal branch of our Government. To give the SOTU Address in the House the President needs to be invited by Congress of whom the SOTH leads. No invite from Congress and POTUS has to give the SOTU Address somewhere else. The US Constitution does not require Congress to give POTUS an invite to the Capital Building to deliver the SOTU Address. It's a tradition. There is no legal or Constitutional requirement to give the SOTU address in the Capital Building.
