The dotcom market collapsed in 2000, not 2001. And the recession that started two months into Bush's term was so weak that GDP growth for 2001 was still positive.
So you can't use that as an excuse since GDP still grew in 2001, even with 9/11 and a recession.
Furthermore, it was Capital Gains Tax Cuts that caused the dotcom bubble to appear.
So now, on top of tax cuts being pointless and useless fiscal policy, they are also responsible for market bubbles. Not just the dotcom bubble, but the housing bubble too:
