It is a stupid internet game that has been going around for a decade. It isn't a white power gang sign.
 
I have yet see to an image of what this is supposed to look like. Was there supposed to be a video on the page linked? Nothing showed up both times I tried the link. No images of the guy or anything. WTF? I'll try one last time.
