Reflective armor would make that thing almost completely useless. Aslo, an EMP attack would destroy it.
 
I was born and raised around firearms and I have fired some with laser sights, but I have absolutely no idea how effective a laser rifle would be. Would it be effective in the fog, dust or smoke? I suppose the silence would be a bonus but would reflective uniforms make it useless? Interesting concept, but I don't think I would have traded my M-16A1 for a Chinese laser without a lot more info.

According to the article I posted, the current plan is to use them against possible terrorists and crowd control.

If you can put small, intensely painful burns on people's arms, legs and torsos, it would be pretty effective in convincing them to disperse and go home.

Better than spraying bullets into a crowd.

You're talking about soldiers equipped by their govt in a conventional battle scenario.

With all this back and forth, on this new weapon, I haven't seen any question the following information:
"The weapon’s lithium battery can apparently handle over 1,000 laser bursts that last around two seconds each."

The power needed to fire specific beams goes up as you go through the spectrum, from Red / Green / Blue / Yellow.
Power output is measured in milliwatts (mW), and laser pointers are broken up into a number of classes based on how powerful they are--and there's quite a range.
Class I pointers operate at less than half a mW
Class II lasers are safe up to 1mW thanks to the human eye's blink reflex
Class IIIa lasers scale up to 5mW
Class IIIb lasers can top out at 500 mW
