Ever hear of fencing? Many mall parking garages use fencing of all type to protect customers from dropped or thrown objects. Ever see fencing on highway overpasses? They are there for the exact same reasons. Einstein.

Yeah i've seen fencing on overpasses. But it's rare. 99% of overpasses don't have it and crazies are free to drop stuff on cars and they do it and everybody yawns. THINK
