Schiff said in July of 2013:

In a convoluted scheme outlined in the referral, the foreign source gave the information to an unnamed associate of Hillary and Bill Clinton, who then gave the information to an unnamed official in the Obama State Department, who then gave the information to Steele. Steele wrote a report based on the information, but the redacted version of the referral does not say what Steele did with the report after that.

Published accounts in the Guardian and the Washington Post have indicated that Clinton associate Cody Shearer was in contact with Steele about anti-Trump research, and Obama State Department official Jonathan Winer was a connection between Steele and the State Department during the 2016 campaign.

When Grassley and Graham filed the referral with the Justice Department on Jan. 4, the document was classified (although the two senators released an unclassified cover letter announcing the referral). What followed was a month of haggling with the Justice Department over what material in the referral could be made public. The result is the version of the referral released this morning. It has whole paragraphs and keywords blacked out, making it hard to discern its full meaning.

For example, a press release accompanying the referral said the referral "contains verbatim quotes from the [Carter Page surveillance] application that are not included in the [House Intelligence Committee] memo. Specifically, the referral quotes the application's descriptions of Steele's statements to the FBI about his contacts with the media." Lest anyone get too excited, the press release went on to say that the quotes "remain redacted" in the version of the referral released Monday.

Also redacted is information related to the key allegation of the Grassley-Graham referral: that Steele was untruthful with the FBI and Justice Department over the issue of his many contacts with the press. If Steele was acting as a trusted source for the FBI on the highly confidential Trump-Russia investigation, it would have been improper for him to share his information with the press at the same time.

Some of the redacted passages also relate to the question of statements about Steele's press contacts that the FBI made to the Foreign Intelligence Surveillance Court in applying for the Page surveillance warrant that was the subject of the House Intelligence Committee memo released Friday.

It's a lot to digest. But further details will have to wait until the rest of the referral is declassified. Senate sources say they hope that will be soon.

Fusion found connections to Trump and Russia, so they hired Steele, an English agent who was well versed in Russia politics. They compiled information on Trumps people ,finding many had Russian contacts that they lied about.

So as usual. Repubs attack the sources instead of answering for what they have done. This is a lot about money laundering. Russioan oligarchs used the Bank of Cyprus to stash and change their money. Ross, a head of one of Trumps agencies, was president of the bank. So was Putin. The vehicle for their laundering was real estate. You can see where Trump figures in. Yeah, Trump is in trouble.

Fusion found no such "connections to Russia" unless you mean ordinary activity like Flynn going to a RT awards dinner in Moscow, or Carter Page going there on Gasprom business

And, when they kicked Steele to the curb and stiffed him, they CONTINUED to renew their FISA requests anyway. Big mistake. That's when they should have stopped and cut their losses when they knew this dossier was wasn't what it was cracked up to be. And now? Here we are. :)

Steele was never paid by FBI..when Steele went public to news organizations, the FBI then refused to pay him.
However the FISA application(s) "relied heavily" on the dossier anyhow. (per Grassley)

I am trying to find coverage of the just released declassified letter, that puts it more in context then the heavily redacted letter released yesterday

Ya but was he being payed before they found out he went to yahoo news? Because if so and if it was during the same time period I would think that would be a clear violation of the Hatch Act as the FBI and DOJ clearly knew he was working for the Clinton campaign.

It prohibits using any public funds designated for relief or public works for electoral purposes. It forbids officials paid with federal funds from using promises of jobs, promotion, financial assistance, contracts, or any other benefit to coerce campaign contributions or political support. It provides that persons below the policy-making level in the executive branch of the federal government must not only refrain from political practices that would be illegal for any citizen, but must abstain from "any active part" in political campaigns, using this language to specify those who are exempt:[7]

 The DOJ and FBI asked for and received approval from the Foreign Intelligence Surveillance Court (FISC) to spy on Carter Page, a fringe volunteer adviser to the Trump campaign on energy and foreign policy. The basis for the approval was the now-famous "dossier" on Donald Trump compiled by former British spy Christopher Steele, who was working for the Fusion GPS political research firm. The dossier's contents were used multiple times as grounds for surveilling Page, with then-FBI Director James Comey signing his name to three, and Deputy Director Andrew McCabe signing off on one. It was a group effort: Then-acting Deputy Attorney Generals Sally Yates and Dana Boente, along with Deputy Attorney General Rod Rosenstein, all signed off on one or more of the requests.
Steele was paid $160,000 to create the Trump dossier for Fusion GPS. The Hillary Clinton presidential campaign and Democratic National Committee financed the work. So the FBI and Justice Department used opposition research from a presidential campaign to launch an investigation into that campaign's political opponent — a likely illegal use of federal government surveillance for political purposes.
The FBI also agreed to pay Steele for his dossier and other research, but rescinded the offer in October of 2016, shortly before the presidential election, after discovering that Steele had shared the dossier's contents with journalists in a number of briefings, a violation of FBI rules. They did actually pay $168k in total to "create" it I believe. But, then rescinded the offer of further payments for it and "other research" after he started shopping it around.
