It's been on again and off again ever since it was written. In the 2000's they tried to get the project financed casting John Goodman as the lead but by the time they started getting serious about financing it Goodman backed out of the project on the basis that he now to old to play the lead character.

Besides....I just don't think it would play well to a mass audience. Look at all the dunce around JPP....you think most of them would go to see it?

Wow that goes back! I remember reading that decades ago. Can't remember the story though, only that it was good.
It was especially meaningful since it was set in New Orleans and I could actullay "see" the names and places.
 
If the movie was ever made it could make or break an actors career. You’d have to pull off a very tough character. Most of the top comic actors have their own schtick and that wouldn’t work with an over the top character like Riley.

I think the ideal actors would have been John Candy, or Oliver Hardy, but they are not available due to pressing engagements elsewhere.
