Five municipalities in Puerto Rico are being investigated by agents of the Federal Bureau of Investigation on charges that high-ranking city officials retained supplies provided by the federal government and the Federal Emergency Management Agency for Hurricane Maria victims.
Federal prosecutor Rosa Emilia Rodríguez acknowledged that they have received complaints on the matter, but she declined to reveal which municipalities are being investigated.
“We have FBI agents who this morning moved to one of the villages on the island, where they informed us that apparently supplies delivered by FEMA were being stored, and are being kept for the political benefit of a person or persons for them to ingratiate themselves politically," said Rodríguez.
Those who engaged in this practice could be sentenced up to 20 years in prison if convicted.
Wanda Vázquez, the Secretary of Justice of Puerto Rico is the chief legal officer and the attorney general of the Puerto Rico, indicated that agents of the Special Investigations Bureau (NIE) are working in coordination with federal authorities.
“Any irregularity that is detected in the delivery of supplies, or that the aid is not reaching the citizens, will be investigated rigorously, both at the state level and at the federal level,” said Vázquez. "At the state level, high ranking city government officials are taking advantage of their positions and are benefiting specific citizens of their choice and they will be investigated and prosecuted."

The FEMA official said there is “no hard deadline” on phasing out efforts on the island, and stressed the difference between the “response” phase, which happens directly after a disaster, and the “recovery” phrase, which begins when immediate needs, like power and clean water, have been restored. The recovery phase, FEMA said, will most likely take years.
“While no recovery lasts forever, our focus is the response and we will continue to support the response. There’s no indication of any immediate change until the situation is stabilized on the ground,” the official said.

He declared that "if the earth were to swallow the island, Puerto Ricans would prefer American citizenship to any citizenship in the world. But as long as the island existed, the residents preferred Puerto Rican citizenship."[SUP][20][/SUP] The Jones Act allowed locals to renounce the United States citizenship and remain exclusively Puerto Rican citizens, at the cost of being stripped of the right to vote.[SUP][21][/SUP] Despite these arbitrary limitations, 287 residents completed the process to forfeit the statutory recognition.[SUP][21][/SUP]
In 1952, upon U.S. Congress approving the Constitution of the Commonwealth of Puerto Rico, also reaffirmed that Puerto Rican citizenship continued in full force. This was further reaffirmed in 2006 while the U.S. Senate probed into the President's Task Force on Puerto Rico's status.[SUP][22][/SUP] In 1953, U.S Ambassador Henry Cabot Lodge Jr., in a memorandum sent to the United Nations, recognized that "the people of Puerto Rico continue to be citizens of the United States as well as of Puerto Rico."
