Long is exactly right. It's about 'unity of command'. I used to work for the State Health Dept. Every employee there had to be on call during hurricane season. Didn't matter if you were on the medical staff or a janitor. Everyone would be assigned something to do when those shelters opened up. We were required to take the FEMA class and briefing once a year and fully understand the 'unity of command' knowing what each level was and exactly who to report to get our orders/duties. I realize this mayor must be feeling the anguish of frantic people in her area, but she's got to get her own emotions in check to be able to direct and lead in her position.
