how does the german system work? Do they get 13.5% of the seats?
Yes. Less than 5% they get nothing. Last election the AfD got less than 5% so they weren't part of the Bundestag.
This election is pretty much an earthquake in Germany. And the SPD (democrats) have already stated they are not willing to form a coalition with the CDU. the CDU will be forced to form a coalition with the Greens and the FDP (libertarians). Merkel has had her wings clipped.

The SPD (German dems) say they will lead the opposition which is why they're not interested in forming a coalition with the CDU. I'd say the AfD more resembles the alt-right here. Too bad we don't have several distinct parties like in Germany. It all makes more sense there.
Think about it... establishment republicans hate the alt right, obstruct the alt right, yet they are both supposedly republicans. Go figure.
