No, a tax on high income earners would not benefit a President who is wealthy, as most are by just being President

Congress passes the bill, but the President is the one who introduces his plan to Congress, which usually is a major part of the process, remember, the President told us he had a tax reform plan waiting

And no cares if he benefits, but if he orchestrates tax reform to purposely benefit himself, that could be a major conflict of interest

Yes, it is. Tax reform will most likely aid corporate America, and they don't need lower taxes. In fact many of them should be made to PAY their taxes.
