And let's say Mueller's best shot is on obstruction with Trump firing Comey. It would be specious legal argument since the FBI Director serves 'at the pleasure of the president' but it's the sort of thing the anti-Trump left has to work with.
What do democrats in congress do? If they try and bring impeachment charges up on a process crime, they will be tacitly conceding Trump/Russian collusion was a media and establishment driven farce.
Would there be a blowback, politically, especially with unbiased independents who would smell a witch hunt? Would it energize Trump's Rust Belt base? Would it fail, because getting republicans to vote for impeachment on *actual Russian charges* would be a dicey proposition?
