I'm not opposed to able bodied males and females who are not primary caregivers having to seek work as a condition to accept public assistance. Nobody has a right to sit on their ass and get paid. (except Trump)
All due respect to those such as myself who get paid to sit on our asses by private enterprises or as a gubmint job.

This country was built by people like me, Trump supporters are those of us fed up that this country is going to the dogs, for votes.

Availability is a big problem in some regions for sure. I have lived in places where 100 people line up for any one job opening, and I have lived in places where no one shows up for multiple job openings.
Other issues may come up as well. A single mother may spend more on daycare than she would make at most jobs. Transportation is another. Of course that could be solved with some ingenuity.
I am guessing that more people want to work rather than receiving welfare.

Why not vett people on welfare, who have day care experience.
