and the billions it is going to take to aid the State of Texas, how is all this going to play out in September with the budget due, debt ceiling, the President's insistence on funding for the Wall, and supposed tax cuts for everyone?

Given the to date dysfunction of the GOP Congress, and the lack of leadership of the Administration to accomplish anything legislatively, it ought to be entertaining, and it all hits the fan in September
 
No problem with the budget or debt ceiling. The Federal government gives billions upon billions in aid to the states and other countries. Cut back on that aid to every state (except Texas) and other countries in the amount needed. If necessary put a temporary additional federal tax on all citizens in this country except for Texan obviously, until they have enough to cover it. Pretty simple.

Bit "too simple," keep in mind that is all due in the month of September, and it certainly wouldn't be easy for States that have budgets prepared based upon Federal funding to suddenly accept a cut back in funding. Additional tax isn't going anywhere with the conservative House

Got to wean them off the tit somehow. The states can make a few sacrifices for another state in need.
