The mayor would have made a bad situation worse ordering a mandatory evacuation. There are 2 million plus people in Houston. Also note, no one told anyone they could not leave on their own.
 
i just have to say if they are doing stuff related to hurricanes unplanned then they are doing it wrong. Cities should have any number of plans that can just be dusted of and used to cover any disaster situation. Much less something as common as an evacuation during a flood.

It is disaster management 101. Malls, movie theaters, office buildings, almost everything works on this principle.

Remember that is all a relatively small amount of people. The Houston–The Woodlands–Sugar Land metropolitan area has 6.5 million people. Certainly you remember 9/11. Look at what happened in NY when everyone tried to get out.

it doesnt matter. Every city should have a disaster management plan especially if you know you are at risk for it. What you are suggesting is the equivalent of living in near a forest and having no plan should a forest fire occur.

9/11 could have been forgiven since it had never happened before but a hurrican in houston?
