Oh, so the Third Reich collecting names of potential opponents was part of an investigation, Stalin must have been doing the same type of investigating when he compiled names of rivals to send off to Siberia

These are people who visited a website, perhaps even just once, why would there every be a need to collect over a million names of people who happen to click on a particular website that yet has been proven to have done anything illegal?
