A 'strike' isn't a war though it can certainly lead to one. In theory [I'm sure it's not this simple militarily] if we can get a good bead on Bowl Cut and take him out along with his nuke capability, it could cause enough disarray in NK that all out war wouldn't be necessary.
If Bowl Cut gets killed, immediately, there's going to be an internal struggle about who gets to replace him. It's pure dictatorship, so it's not like they have some sort of protocol about about who steps up.
It would be dicey, but it could be done. Or we can wait it out and see if he's blowing smoke about nuking us.
And he may be blowing smoke for all we know.
