There hasn't been any proof of actual collusion yet, very difficult to prove, but the Trump team has established that they not only wanted to collude, but they were anxious to collude, which by itself provides enough circumstantial evidence to investigate.
The questions now center upon Don Jr's claim that it was a nothing meeting, nothing happened, how can anyone be so sure given he has already changed his narrative a couple times already?
And it is hard to believe that the campaign manager plus top aid to the candidate took the time to attend the meeting and the candidate one floor above knew nothing about the meeting

If Dirty Donnie Jr expressed an intent to engage in unlawful activity and took steps to do so, i.e. attended a pre-arranged meeting that he knew the intended purpose of, then he is guilty of attempting to commit a crime.
If you try to murder someone but fail, they don't just tell you to go home and don't try it again. They charge you with ATTEMPTED murder.
If you plan with another person to commit an illegal act, they charge you with conspiracy.
