I think if it comes down to an election where spending tax dollars are at issue than it's sensible and reasonable to limit the election to voters who contribute to the taxes.

That's every election at every level of government.

Kinda. No income taxes per se but it was landowners who did pay the taxes. Country is much different now but income taxes is b a reasonable starting point.
