Yes. And as repeatedly stated is also a shithouse deal on the merits. The US taxpayer is going to grab ankles and be buttfucked. For the US government 80 cents the corp investor pays 20 cents. And what does this "partnership" purchase the US government? 80 percent? Nope. They are giving the improvement to the 20%. And then guess what? The new owners get to charge a use fee to recoup the 20. Or maybe more.

The federal gov't paying for infrastructure is almost always a boondoggle. We the tax payers get f'd each time it occurs. This is just a different way to f us.

Well that is a fair comment. How about this. We locate the problem projects, prioritize them, get an estimate of the cost, decide if it's worth it. See who will do it for a reasonable price or say cost plus, and if they won't, shelve it.

Why does that not make sense? Why should the most credit worthy entity in the world do exotic financing with an insider

Fuck a bid. Experts should be paid to provide a time and materials plus a specified profit estimate. Period. Any other scenario is a scam.
