No, those are arguable things. I got to keep my insurance so he kept his promise to me. Trump lies about facts like water is wet, Mexico is paying for a giant wall, I'm going to tax china and I'm going to repeal Obamacare day one.
Note the distinction.
Obama's 'promise' was broken because health insurers were providing crappy coverage, and those policies didn't meet the standards of actual health insurance.
He didn't lie, he just didn't enforce a military strike, in part because Congress didn't have the stomach to give him authorization.

You don't know a thing about how ISIS was created, or what fostered its growth. If you think it was leaving Iraq, then you should blame Bush for setting the timeline, and Al-Maliki for rejecting the Status of Forces Agreement. Of course, it's more complicated than that. But you can't fit that on a hat, so off you go.
