Does the cost include all applicable labor laws and taxes for your country? How about any import/export taxes? So everything is legal per your countries labor laws and mine? Good. You get the job.

Knowing you, you will pick the cheapest one from the shadiest character. Now, when you find out the contractor is hiring illegal labor and not even paying minimum wage, are you going to run out there and offer everyone $ 25 per hour? A decent wage is what constitutes a decent wage in their country.
If the average slave wage in a given country is 50¢ a day but one could live decently on $1 a day, then $1 a day is a decent wage for that country.
At that level of labor cost, any viable company could afford to pay the difference.

Which is determined by their government. Read the article. They are paying what the government thinks someone can sustain themselves on.
