june 7 2017 The University of California Board of Regents recently passed a regulation capping the number of out-of-state students permitted at UC colleges, limiting the total number to 18 percent of the student body on most campuses.

Yet that 18 percent cap will not apply to students who are in the country illegally.

The Board of Regents passed the regulation, known as Policy 2109, after California lawmakers threatened to withhold nearly $20 million in public funds if an out-of-state cap was not put in place. Currently out-of-state students constitute 16.5 percent of the UC student body.

actually, most universities define "foreign" as anyone outside the taxpayer jurisdiction that supports the university......even at community college, when my son bought a house in the county his tuition went down because he was no longer considered a foreign student.......
 
Can't say I've seen the legal definition but I've never heard it referred to as anything other than out of state tuition, not foreign tuition. When showing demographics they'll say X number of students are from out of state and Y number are foreign

You don't understand america. Each state is a sovereign country. The founding fathers took that for granted. Like France is a sovereign country though it's part of the EU. THINK
