Assuming, whatever Trump told Comey amounted to obstruction of justice, I think Comey would be compelled to report it to congress or DOJ.

Or maybe Comey didn't interpret it as an attempt to obstruct.

Sen. Lindsey Graham (R-S.C.) on Tuesday said that he has invited former FBI Director James Comey to testify publicly at a Senate hearing following reports that President Trump asked him to move past FBI investigations into Michael Flynn.

“I’ve asked Comey to come before the Judiciary Committee to tell his side of the story,” Graham said, according to Politico. “I think it would be good for him if he did. It would be good for the country.”

He knew it was illegal and didn't want any other witnesses to his attempted obstruction of justice ...

Comey wrote everything down contemporaneously right after the conversation. That is his "memo"...

Comey is well known for his dogged honesty and meticulous note taking on every important meeting he has ever had.
