Why isn't personal safety in the general welfare? Why isn't protecting ones property in the general welfare? Doesn't that promote wellness, quality of life and increase longevity?

And as BAC argued and you didn't disagree with him, all it takes is for a majority to say it is so and Congress can make it so. The question isn't whether YOU AGREE that it is or isn't.

The question is, if it is deemed by 51% of the people and they convince 51% of Congress to pass and a President signs it, isn't it justifiable under that clause? Are you saying that nine justices determine what is and isn't "general welfare"? Couldn't that be arbitrary?

There is no such thing as rights so to argue that anything is or is not a right is an empty argument. All things we consider as rights are social constructs and thus open to discussion within society or whatever you call the place you agree to live. Heathcare is a right in America as hospitals must take care of patients if they obey the law in America. So then healthcare is a right in America. Kinda simple really.
