Which ones? Not knowing exactly what you mean, I'd say both. Eg the internet was very much a Gubment DoD thing, coupled with academia, and all the top private labs like SRI have gubmint ties.
It's very incentuous. From teflon to tang, the NASA stuff was all a front for a DOD footprint and control for the space industry. GPS everything. Gubmint gubmint gubmint.

No one denies 'climate change'...the issue is what roll man plays in it.
There is no effort to 'muzzle' the EPA, the issue is giving the EPA the power to enact regulations on its own the have in fact, the power of enacting law.
As far as the term 'climate change' goes, its no different that Obama refusing anyone in his admin. to use the term 'Islamic terrorist'....
And its time to put a stop to wasteful spending through out the gov. when we face a 20 trillion debt...and I agree the money would be better spent on researching and finding cures for the things that are killing people right now and not on some problem that just might not even exist....

Most basic science is done in the public sector and most applied science is done in the private sector via public/private technology transfer.

What's interesting about technology transfer is that their is an erroneous belief by many people that most science and technology transfer occurs on the east and west coast and works its way inland where in reality the northe east and the Great Lakes region are the two largest regions of technology transfer with the Pacific coast coming in third.

EPA itself recognizes that “science” does not support its new regime, so now it says its “experience and expertise” justify regulating virtually all “waters of the United States” (WOTUS) – and thus of all lands, land uses, and family, farm and industrial activities not already covered by its climate and other rules.

Homeowners, farmers and businesses will now have to apply for permits to do almost anything that might theoretically pollute or affect waterways. Even taking a shower is now subject to EPA regulation."
