Domestically you can block anything. There are enough friendly courts for both sides that you can find a place to file a constitutional challenge anywhere and get the policy delayed until it reaches the supreme court which could take years. Then you have media and other stuff so he cannot easily implement his strategies.

That put thousands of Sunni's out of work and placed them at risk of persecution to the Shiite majority. That caused the Sunni's to form militia's and begin a sectarian war against the Shiite's. It is those Sunni militias that formed the Islamic State. This happened well before Obama was elected and if you had actually been paying attention (or even cared) you would know this.

Possibly. That is definitely possible. It could have also made the situation worse and drug us into another sectional conflict that we could not (and probably should not) be involved with. There's plenty of criticism to go around. That ain't the same as pulling shit out of your ass and denying the actual facts as to what happened in Iraq and what were the actual conditions that lead to the creation of ISIS.

To put it bluntly there is not a single foreign policy mistake in the ME that the Obama administration could have made that is anywhere even remotely as catastrophic as the immoral decision to invade Iraq followed but they utterly incompetent and corrupt De-Bathification policy that was implemented. Those are two of the worst foreign policy mistakes in U.S. history and those who made those mistake should take ownership of them and be held accountable for them and not beat their chest as bad assed right wing Chicken Hawks.

Bush II made a mistake in invading Iraq. But that mistake was only compounded by Obama when his administration failed to secure a SOFA with the Iraqis.
