It probably does. But Trump didn't think so in 2013 and neither did a whole shit load of members of congress. So why would it change?
I don't know..that whole thing is always thrown up as some kina legality that POTUS just breezes thru anyways.
Maybe because Obama "invoked it?"

"The President in every possible instance shall consult with Congress before introducing United States Armed Forces into hostilities or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall consult regularly with the Congress until United States Armed Forces are no longer engaged in hostilities or have been removed from such situations." - 50 U.S. Code Section 1542

If that is the case then it just demonstrates total duplicity by anyone (mostly Republicans) who sought Obama getting congressional approval but don't think Trump should have.

I don't think this one is partisan. You got Dems and Repubs who stand on the War Powers Act-
then you got hawks who don't..

Frankly I have no idea why Obama did that..especially given Libya and his "kinetic military action"

Obama had UN sanction on Libya, and acted in concert with NATO allies. In fact, NATO took the lead with Obama playing only a supporting role.

Your War Mongering Drumpf not only acted unilaterally without allies, he did the exact opposite of what his stated position was when Obama was president.

Of course it is partisan. If it was partisan when they demanded Obama get congressional approval then any inconsistency in the stance now is partisan, Democrat or Republican.

I think it is obvious why Obama did it, he knew the Republicans wouldn't support him because... he's Obama!

Obama did not bomb Syria in the similar circumstances because he respected the limited authority of the Presidency and the Constitution.

I highly doubt it. Tillerson and Haley aren't taking their cues from either of them. It's far more likely to be along the lines of what Trump tweeted in 2012. Desperation.

Also, it will be interesting to see if Trump will comply with his demand to get congressional approval before taking any military action. Needless to say, Trump has not exactly been a bastion of consistency. But on this matter he will be challenged by his Republican colleagues on Capital Hill. Sen. Rand Paul has already said publicly that he will oppose any military moves on Syria without authorization from Congress.

Again Haley has been a consistent hawk.
Tillerson seemed to change his mind ( reflecting Trumps change) at the exact same time Bannon was removed from the NSC.
AND MacMaster is a known hawk about Russia
