The R's are still trying to limit their vote by placing requirements on voters. Much like the Democrats did pre-1964. The R's still want to give the States the right to use defacto segregation. The R's still want poor people, (mostly minorities) to have substandard healthcare. The R's barely have any minorities among them. The R's are the ones turning a blind eye to the disparity of race among those unreasonably killed by police.
Lee Atwater explained it well. He said, at first you had to yell "Nigger, Nigger, Nigger" then you would sprinkle in some words like "food stamps" and "Busing" so you could make the connection in the minds of the racist, and pretty soon you did not need to yell "Nigger, Nigger, Nigger" anymore because the racists began to understand the code.
