It does need to be pointed out that Obama and Bush and their defense secretaries year after year tried to get Germany to spend the 2% or at least increase spending. Germany said lol no and their defense spending trended downward as a percentage of GDP.

They pledge this less than 100 days into the Trump presidency.

The liberal meme is that the German defense initiative came back in October. But that was *after* Trump started talking about it. And as you pointed out, prior administrations couldn't get Germany, or Europe, to budge on it.

But Trump did it as a candidate. It explains the body language lol.

Decisions of this scale, involving billions of dollars, take the form of a long, drawn out process in any bureaucratic nation state. This is self evident to even the modestly informed person. Undoubtedly, the decision to increase German defense spending took many months, if not years, to administratively hammer out. The pressure Obama applied, as acknowleged by Prime Minister Merckel, undoubtedly was happening many months, perhaps even years, before Drumpf was elected.

Obama helped state a long term goal of 2% NATO spending of a member state's GDP.
It wasn't emphasized,it was just part of US-NATO relations
Various NATO countries give it lip service still, Trump highlited it as part of his campaign -it was a major plank.

It's silly to say Obama suddenly had a promise extracted after years of dithering if it were not for Trump's focus on the issue.
I would think Merkel was acting proactively- it's in the cards kina thing.
We make way too much of a timeline starting and ending with a POTUS's term on foreign policy.
