House Republican leaders have a new version of their major Obamacare repeal and replacement bill. They just don’t want you to see it.

Here's the secret in the secret plan

The key issue in the GOP caucus right now is a somewhat arcane dispute over tweaking the funding mechanism for exchange policies for low income buyers -- the ones who need government assistance to pay for insurance.

Currently, the ACA gets that money from a complicated network of taxes which fall mostly on the well-to-do. The Republican plan is to switch to a different tax plan that will spare the rich and make it possible to gradually phase the whole ACA business out without provoking a public revolt.

The core of the alternative tax plan comes from the Ryan budget plan and consists of tax credits, the idea that tax savings could be used to pay some of the cost of an individual plan on one of the ACA exchanges. Of course, for poor people who pay little in income tax this would do nothing and the Ryan plan sets the amount of the tax credit by age not income, so the wealthy would pay the same as the poor, i.e. almost nothing. Currently, the fighting is over making the tax credit be available as a sort of refund-in-advance to that insurance companies could get the premium immediately without waiting for the IRS paperwork etc.

Since these tax credits wouldn't come close to meeting the cost of subsidy for low income individual plan holders, the Ryan plan bundles the whole business up into 50 block grants, a government check to each state to cover the subsidy costs, and gets the needed billions from general revenue, i.e. the federal debt, by borrowing the money. This will let the feds gradually strangle the income needed without taking the blame, letting state legislatures, which are more strongly Republican, do the nasty cutting.

Needless to say, all the Democrats are violently opposed to the Ryan plan. What is interesting is that the congressional conservatives are also backing away, convinced that the whole idea is just a bookkeeping gimmick which will, in the end, explode the annual federal deficit.

This is where the real fight is going on. Needless to say, nobody in the GOP wants to let the voters in on this rather sordid back-room dealing. "Laws are like sausages; if you like them, you don't want to see how they are made."
