The EEZ( Exclusive Economic Zone). Yes it includes minerals, oil, and it has even been updated to include wind and sea energy. Basically all natural resources. It does not however apply to safe passage of vessels. Any vessel outside continguous zone is free to be there.

It is international waters. Any vessel can transit it. Hell, even a mother ship can operate in it. We have no jurisdiction against any foreign vessel in those waters unless they are illegally drilling, fishing, etc. As far as commerce or passage

Then they can board it anywhere, any country, etc. If the vessel has a foreign flag and is sitting in international waters full of drugs the USCG has no right to board her. If she has a smaller vessel run drugs into U.S. waters, drop off a load of drugs and return back to that ship, then they can. That is how international maritime law works. Now, if the USCG really wanted to board that vessel they ( through diplomatic channels) would contact the nation of which that ship is flagged and ask permission. Most times it is granted. To make it more interesting if turns out that ship is flying a false flag then it is a stateless vessel and the USCG can board.
