But the man is going to be in charge of overseeing and have final decision making powers over a very dangerous entity that he knows NOTHING ABOUT!!!

Nuclear science and managing a vast nuclear arsenal is something that requires an extreme depth of scientific knowledge and expertise gained over decades of experience!!! It's not an entry level position.

So in order to do his job, he's going to have to turn to the expertise of others and decide with no base of knowledge of his own, whether or not to believe what they tell him.
