But if you want to actually get serious here -legalize it all and then the cartels go away too.

same with any impairment issue. You don't have to hire them. But many positions aren't going to kill other people.
It's not a good situation,and in all probability their addiction will eventually cause absenteeism , or sloppy work.

But just like the stereotype of the guy who keeps a bottle in his desk drawer - but is functional -the same goes for most addicts.
