OMG...no that's not what I'm saying..but when do you mean? There was no use of a situational room for Libya.
The Tomahawks started flying, the NATO bombing began but it was due to prior decisions ( and orchestrated internationally by Clinton)
it wasn't a situational room call.

I think people have a tendency to blame the individual who is still politically relevant rather than the one who is on their way out the door. This was the case when Whigs blamed Martin Van Buren for the economic depression that started when he took office, when it was clearly the fault of Andrew Jackson. Not much has changed in the world of politics since then.
