They turn it over to the Palestinian people, to whom it rightfully belongs.

That begins by fostering better relationships with the Palestinian people, not by issuing demands. It would also help by stop targeting and murdering Palestinian children.

The ONLY good answer is allowing the Palestinian people to control their own destiny.
