OK, stupid, I'll slow this down.

I made no mention of informants until I responded to your moronic scenario.

The bottom line is this and local LEOs confirm. To do adequate LOCAL policing, cops need the trust and cooperation of LOCALS. That's difficult in the best of circumstances. The THINKING LEOs of some cities have realized they can't do that if the locals think they are looking to arrest and deport their own families and friends. Not a difficult concept. Try to think a few minutes on the reality of that.
