Off the top of my head I'd say the certification process (having to be certified) and the required ratios of workers and kids contribute to the rising costs.
Yeah, because why would anyone care how qualified the people who watch their children are, or whether they might be on the sex offender registry.
And I can tell you've never witnessed what can occur in a room with 25 children under the age of 7.
You want LOTS of adults handy when skirmishes happen.
