The first one is the strategy Obama has been using for 8 years, which has failed. Tell the enemy exactly what you intend to do. Withdraw all troops from Iraq. Take out most troops out of A-stan by 2014. The enemy can just sit back and wait for Obama's next big announcement.

Having troops in certain areas of the world "in perpetuity", may well become a STANDARD methodology that Americans expect, and look back in amazement at the year 2016, when people questioned this normal procedure. There may become US (et al ally nations') troops not just "there", but in dozens of countries around the world, and fighting in all those countries - a type of non-stop World War III.

Why would we expect anything less ?,..... when the jihadists' war against the sane world, has been going on since 622 AD (in perpetuity).

Those things may be true, but what also is true is that ISIS could annihilate America with an EMP or nuclear attack, and they have threatened to do just that. It isn't the time to be quibbling about the others not doing their share. If an arsonist is about to burn your house down, you don't stand there quibbling with other members of your household, about who should be stopping him.
