If you want to point fingers with Katrina, you start with the local authorities. The local government isn't chopped liver, they are the ones making the first decisions that affect people that are threatened with disaster. Bush was an incompetent ass, who fucked up everything he touched. Blaming him for Katrina, is a tough sell.

Should the Feds have pushed harder for a mandatory evacuation? I'm not sure that's their job, but FEMA should have been prepared to be there immediately....if not there to aid in the evacuation.

I can see the wisdom behind the Play Doh.

Many families were homeless, and their kids were no doubt hungry.

It's long been known that kids tend to eat Play Doh.

As such, it makes perfect sense. Give them something to keep their minds off of their problems, while affording them a handy snack if they get hungry from crying.

The Feds can't force an evacuation without changing policy or law. The Katrina cluster f* started with the mayor of New Orleans and the governor of LA.
