If any nation, even if we held money because they were a state sponsor of terrorism, takes our people then demands their money "back" in order to release them, it is still ransom. This isn't even a poor excuse and it certainly isn't an explanation. We should not "return" money that we "owe" to the Shah to Iran when they will turn around and use the money to sponsor more terrorism.

This would be like Hitler's Germany demanding we pay them to release some prisoners that he took because we "owed" Germany money when the Wiemar Republic was in power.
