There's plenty of culpability to go around but it's easy to get the idea only the cops are culpable.

No it isn't easy to get the idea because there are many who are shot and killed (500+ this year) because they were in the process of committing a crime worthy of those actions. No one has a problem with those killings. It is just the ease with which the police can claim they feared for their lives and kill people that are clearly not a threat that people are protesting.

Why not recognize the culpability in both parties?

Is it "heading" anywhere when cops disproportionately target blacks for decades? When blacks get pulled over just for being black, or find their face planted in the concrete for no bigger offense than walking down the street?

That cell phone video was so chilling. And there is no way that guy gets shot 4 times if he's white. Think of how many times that kind of thing happened in the pre-cell phone video era.
