Even if it wasnt tried yet AND it was a guarantee it would work I still would opt to try other plans first (stick)

The thing is what you are proposing means I will live my entire life enduring 5-10 or more terror attacks a year. This year they already targeted a NUCLEAR POWER PLANT and its just going to get worse.

That's kind of the problem. IF we knew for sure that these attacks would remain relatively low-grade [as compared to very worse things] then we could keep it on the back burner and go back quibbling over wedding cakes and Trumps latest PC faux pas.
