it's not about "targeting and approval" meat head , that is done by Obama/CIA and his kill list -this was more notification/input on already targeted:

that tied State in as being able to object/input on already targeted individuals. Because it's CIA does not mean it does not exist.

At least 47 of Clinton's email contain the notation "B3 CIA PERS/ORG", which means the email's material was related to CIA personnel or departmental matters.
