No, they are supposed to avoid shouting angry words at them upon first encounter and take every effort to desiccate a situation instead of escalating it. The are not to get into a situation where they are within close physical proximity of a citizen unless necessary to accomplish their job, they are supposed to call for back up and unless someone is in danger wait until back up arrives before coming into close proximity of an aggravated citizen. They should never allow an agitated citizen to be in a position where he can reach into an open window of a vehicle. Based on the officer's own words, there are about 7 flagrant mistakes he made that led him to be in danger and resulted in the need to kill the kid. I don't blame the officer, he was poorly trained.

So who was shouting angry words and who is the witness that reported this travesty, where feelings were hurt, and as I've suggested before; since you're so educated in procedure, how come you haven't been invited to speak to graduating Police Academies where you can enlighten them??

The "kid" was killed; because Brown was a thug, was acting like a bully and a thug, thought he could get away with being a thug, and then had the bright idea of charging at an armed Police Officer who already had his gun out.
So it looks like Brown was also terminally stupid.

Acting like a thug is not a good reason to kill a kid.
The cop unnecessarily got himself into a place where he had to kill a kid. Good training and proper police technique would have prevented the entire situation.

It's not the cop's fault the thug did something that got him what he deserved.

Good parenting on the part of his mama and baby daddy would have prevented the entire situation.
